Sicily and renewables: the European 2030 target has been exceeded, but only on paper. The grid issue and the utility bill paradox

Sicily has already achieved—at least formally—Europe’s 2030 renewable energy target. Yet, in the first four months of 2026, the island continued to receive energy from the continent, with a net inflow of 1.1 terawatt-hours. This is the paradox highlighted in an in-depth analysis by Il Sole 24 Ore, and closely monitored by HeySun—Energy Transition Expo. The region has approximately 10.7 GW of authorized capacity, compared to a European target of approximately 10.5 GW. Actual installed capacity, however, amounts to only about 3 GW. In between, a gap remains, made up of unstarted construction sites, incomplete connections, missing grid infrastructure, and economic conditions that aren’t always favorable to investors. The problem, therefore, isn’t simply one of authorization. The electricity system doesn’t rely on administrative procedures, but on connected plants, storage, transport capacity, and generation distributed throughout the day. Photovoltaic systems produce during peak hours, wind power follows the wind’s availability, and household and business consumption follows different logics: when conditions don’t match, or when the grid is unable to absorb and distribute the energy produced, the island continues to depend on external sources. On the institutional front, the Sicilian Region has responded with the new PAUR regulation—the Single Regional Authorization Provision—approved by the Sicilian Regional Assembly (ARS) to expedite environmental authorizations. This step, recognized as necessary, does not close the gap on its own: if authorizations are processed faster than the electricity grid, the risk is that the number of plants that are ready on paper but still incapable of producing useful energy for the system will multiply. A central role is being attributed to storage, particularly BESS systems—batteries needed to shift energy from certain times of the day to others and reduce grid congestion. But even batteries are insufficient unless accompanied by investments in electrical infrastructure, interconnections, and self-consumption. Regarding tariffs, data from Il Sole 24 Ore paints a telling picture: in April 2026, the national average PUN was €119.5/MWh, while Sicily recorded €114.8/MWh—a favorable difference of €4.7/MWh that, however, is not automatically reflected in the bills of Sicilian families and businesses. The island can become a major renewables hub, but without a grid, storage, self-consumption, and measurable economic benefits, authorized power risks remaining a statistical figure rather than a real driver of development. It is precisely on these issues—infrastructure, transition governance, benefits for the territories—that HeySun builds its value as a place of dialogue between institutions, operators, and communities.
